It’s now official- Sony has indeed skipped a retail release of PS3 Firmware 2.15, and now today Sony released the 2.17 FMW update.
From the looks of if there is nothing majour introduced in 2.17, but word on the street is that this update is a “prep” for Home Beta or the Call of Duty 4 Patch.

There isn’t an official changelog available yet, but it appears to be primarily a bugfix update at this time.
